A nice idea but unfortunately, the dreaded VAT needs to be considered too.
A £23.00 admission would actually generate £19.17 for the club.
A £10.00 admission would actually generate £8.33 for the club.
Following your assumption of a 1200 attendance (all adult) the reduced admission fee would result in a drop of £10,000 in income. This means that an additional 1200 adult attendees would be required just to reach the original income figure based on 1200 attendees at £23.00 less vat. 
Frankly no accountant/business consultant/speedway promoter would see the idea as a worthwhile risk considering their fixed costs such as riders wages (home & away), stadium hire etc would remain thus putting a huge risk/burden on the scheme immediately being successful.
