It's actually very 'Rob Lyon' (& Jonathan Chapman) to announce full or 'close to' in one go. Back in the day we used to have fan forums in November / December at the AFA or King's Lynn Football Club with team announcements & rider's there taking questions from the fans. Fair enough if it's Birmingham because fans of the sport genuinely have no idea about who's lining up for them but everyone else is common knowledge at this point so clubs may as well confirm everything now considering we're already in Mid-November.
