Also will the upper level championship average be raised as currently will block several riders from competing. Will they stop riders doing all three leagues personally think anyone riding premier league shouldn't be in national league. Max Perry for example wouldn't have had a team if they didn't change the rules after most teams were complete. This shouldn't need to happen if they planned ahead better!
