It's the same with Leicester dropping Drew Kemp for Cookie. Leicester team only fitted into the averages at the start of the season with Drew's 25% reduction from last season (from being a fast track rider). He was then replaced on his full average (which the Leicester team would be illegal at the start of the season). That would say whoever does finish top (if the top 2 both get through) will get the second leg. Last year the final was 3rd v 4th so could be an upset somewhere. The majority don't. British Speedway as a whole is down to about 20,000-25,000 a week watching trackside these days.
