I think the ref got it 100% right, purely because the only exclusion he could have made according to the rules would be based on his "opinion", it doesn't matter who did or didn't make contact with who or who was in front at the time and it doesn't matter what any of us think, it's all down to the ref's opinion on who was the primary cause of the stoppage, even if he'd reached for the foul, dangerous or unfair riding rule, it's still his opinion. 

I've not done an exhaustive search of the rules but I don't think they go into different scenarios regarding rider contact etc.
