When he was first banned for 28 days for "withholding his services" it was stated that the facility would not be extended & he'd have to return or be replaced! Buster normally throws a tantrum and threatens to take his ball home if he doesn't get what he wants (An extended facility for Tobi) and the higher ups normally cave in.
