Belle Vue borrowed finances from the council to build the stadium, if they clear that debt it's 100% theirs. Technically, the NSS is Belle Vue owned. It does in Birmingham anyway, that way the council control re-development. Not sure which is best mind as in Sutton Coldfield our town centre is all freehold or leased by an old local charity. Much of Oxford City Centre is ownd by the various colleges which has caused issues with some businesses my favourite Model Shop "Howes" being one which re-located to Kidlington some years ago now.
