If all 8 teams were entered, all 8 would have an extra fixture, which is defeating the object. The idea is to give stand-alone teams extra fixtures which they need to fill out their season. Could they not have run it as a national trophy format (therefore all teams would get 3 extra fixtures whereas at least one team will only get one extra fixture).
