Do they refuse to drop Watson because it's a development league, which also means Rathbone won't get to develop? Also depends on how many fans come in, Mildenhall need a competitive team to survive. While they want riders to develop, it's more important the club survives. The riding order seems tactical to try & get as many points as possible (not that there's anything wrong with that) than rider development?
