What about a team that has a 2 or 3 point foreigner in the team on a 4.00 average, but has a stronger Brit on a 3.75 average at reserve? Is that not much the same?

It’s their fault for wanting a 2 or 3 point non-Brit on a 4.

I can’t see how the 25% reduction can be used as a genuine MA. Hopefully, the BSPA will clarify the situation … without careful rewording of the Regs, they’re in danger of creating yet more ambiguity.

The rule for this is very different. Foreign rider's can never dip below 4.00 at all times. 

The 2.5% & 25% is / should be for team building only & rolling averages determining team position. 

I don't think it's a complicated system

From your example it would be number 2 (I've heard nothing official to say it's back to 20 match rolling aves in 2023)

Chris Louis confirmed this at the staff signing-on night on Thursday. 

Thank you. Puts to bed any more thoughts of going for a 4 pointer or Heeps or anyone else really. Good to have some clarity.

Danyon Hume is basically the only option, and he only fits due to the 25% reduction he gets on his GSA due to being a rising star last year but not this. His actual average is 4.09. Think he would have got the last team spot anyway so Rew being assessed at 5.00 instead of 4.00 probably makes little difference.
