Just because he pulled up doesn't mean his bike wasn't under power, clearly the referee thought it was

I'm afraid he was...on the fourth bend both leading riders passed the coasting Douglas before they had had time to respond to the red light. Douglas had clearly retired from the race and should no way have been allowed into the rerun.

Once the red light comes on the race is stopped, it doesn't matter that two riders hadn't seen it, or continued to race against each other. It depends on the situation of Douglas at the time the red light went on, was he under power?

Before they had time to respond to the red light isn't when the red light comes on

It doesn't matter whether they responded or not, if he wasn't lapped before red lights come on he's still in the race, it's a bit of luck but that's Speedway.

Tigers fans love a good moan at the ref.
