No, it is only the losing team that may request -- with no guarantee such request will be met -- a track inspection.   

The calling off/carrying on decision lies solely with the referee and, to a lesser extent, the Clerk of the Course.

Surely a major contributory factor in the delay to staging the Glasgow/Poole semi-finals was the adoption of "the top 6 teams to qualify for the Play Offs". This resulted in Glasgow sitting twiddling their thumbs for a couple of weeks while the 3rd to 6th placed teams settled their quarter-final ties. If the much-derided Play Off system has to be retained to provide much needed extra income, the BSPA simply MUST revert to a "top four only to qualify" next year (if indeed there are still 4 clubs solvent with access to stadiums!). That way, all of the top 4 teams can immediately get on with arranging their semi-final ties. Let the 5th and 6th placed clubs arrange home and away fixtures, if they like, for further income and bragging rights.

They took a lot of flak for the Leicester call-off a couple of years ago and they did become more proactive about re-arranging meetings when weather looked like it could be an issue.

@Cookiefan already mentioned Basso was a constraint on start time - I wonder if availability of other days (which has been discussed here earlier) might have left them in a tight spot for dates.

We have definitely run meetings with the track in much more challenging conditions than it was last night - the Test match against Poland last October comes to mind.

I still think it was possible to complete the meeting last night, but I understand why both sets of riders would feel the need to play games, either calling it off before heat 10, or once you got there.

I do think the ref should've been stronger and pointed out the relative ease the riders other than Broc rode the track once it was damp (Starke's fall was a mistake), but the heat 10 rule doesn't really work for a knockout match.

I also watched the first part of the BSN stream from last night - the cameras made it look much worse than it was in person! The wind was blowing, and it was dark, but the camera made it look a lot more miserable than it was.

It was “ political “ .The Ref’s never make the decision of their own back.Plenty have seem tracks worse at the start of meeting with track watering alone.Poor show all round.Enough said for me,just very frustrated with the sport these days ,to many excuses for cancellations you can’t plan anything ,attending speedway will slip further down the list for me.

Because they called the Ref to the Pits.I actually listened to Danny King and Poole Management talking to the Ref who had obviously had already decided to abandon the meeting at that point and he’s was making it quite clear they were wanting ride ( to what point we don’t know)and accused the Ref making a big mistake favouring the opposition who  were the home Team.Brennan may be the Captain  but he certainly under pressure from certain others.

If some riders aren’t happy with the track and the ability to race on it we can’t force them if they feel it’s unfit for racing.

Obviously all riders are different in what they see as unfit to race but it only takes one.
