I seem to remember second year we held the pairs rye house had a similar situation to Plymouth but didn't bother to send a pair. If the only determining factor in choosing wildcards was position in the qualifying round you would simply have top 5 instead of top 4 qualifying. So other factors DO matter, and in that respect Brennan was unlucky. Salonen and Basso were good picks, but picking a second Swede (Grahn) over Brennan looks even more of an odd choice after SON2.
