In theory a club has first refusal on an asset but in practice the rider can generally go where they like. If an asset wants a move to a different track for a multitude of reasons there is little practical options for the club to stop which is why its a an outdated and largely redundant system.

That was the plan for this season and if a P'boro sized hole opens in the Prem then that will be the case next year. All the top flight clubs want more teams to race against (but aren't prepared to split the TV monies pot any further)

Of the 2022 Bandits I can only see Flint and Etheridge remaining, maybe Pijper, if he rides, to watch over his sons development, although they may as a family decide to relocate to another track 

Jesus we win an away meeting for the first time since 2019 and some of the Bandits fans celebrate by saying we won't have Bomber or Knudsen here next season.

They can and the other clubs can refuse to pay it. However any clubs that are hard to deal with generally find it harder to land assets in the first place. Ultimately riders talk and why would you allow yourself to be committed to a club that restricts any future movements.

Just honesty pal... Gems like these go on to big things quickly... Got to hope the friendships he's created already and the bond with the Flint family can help influence him to stay! What a star he's been!

Poole got Basso in on a 2year sponsored work permit intending to use him in 2022 as well. It then became apparent that Glasgow had approached him and even though Poole were prepared to work around his Danish fixtures he chose Glasgow. So Poole negotiated an asset swap with the Facennas - Basso for Lawson.

Basso told them well before the season ended that he wouldn’t give up his wednesday Danish team commitments and would only have 3 free wednesdays in July their mid season break  ,Poole were never going to change their race night just for one rider He was asked by a load of other clubs for his services but his uk mechanic helped him with the choice of uk clubs to ride for both 

A bit like Vissing missing a few wednesdays with his danish club riding the same night

Didn't stop Berwick stealing Bellago from Glasgow did it? They have to ride a certain number meetings home and away.
