These are based on the last 18 meetings (or minimum 4 home and 4 away - I don't think the minimum requirement has changed).

Assuming the new Transfer Window Regulation is for 25% of all League matches, team changes can be made after 15 meetings, which is 2 June. Not sure what happens if any are rained off between now and then, i.e. does the window move ...

I understand the idea of averages and having a points limit although in practice the reason for having a points limit doesn't work.

However why can't a team manager have the freedom to have the top 5 line up in any position?

On the other hand the sport does have far deeper issues that averages.

How do changes to GSA'a impact line ups?

Zagar or Kurtz likely to overhaul Fricke for Aces #1?
Kerr to reserve, Worrall into 2-4 for Stars?
Basso into 2-4, Nicholls/Andersen/Osterggard ro reserve? Harris to #1, MPT to 2-4?

Surely no changes for Witches, Tigers or Wolves.  Or has Barker sneaked above Starke or Riss?

Not sure that would make much difference:

1) only top averaged rider has to run at 1. Numbers 2-5 can be any other top 5 rider.

2) Team managers rarely swap riders round based on form / opposition / tracks, so don't think giving more freedom would do anything! They already have options & don't use them!
