It's pretty simple but worded wrong

After 25% of fixtures it's more of a transfer window that allows for team changes.

The team that is changed is the team that starts the competition, until that competition starts teams are allowed to make team changes.

So Belle Vue bring in Zagar start the league with Zagar but cant make any transfers until the window opens

The rule is you can sign an injury replacement rider.So NKI would be allowed. :t:

As much as I believe the rules state this shouldn't be allowed, at least this signing provides some challenge to Sheffield. 

The Premiership was a 1 horse race (if no injuries) but now Belle Vue v Sheffield Premiership final is the best final for all to (hopefully) see.

I did get the irony. My quote was directly from a dictionary (italics included). Football has Laws, which, in theory, cannot be broken. Speedway has Regs, many of which are vague, and often seem to be stretched in the interests of the BSPL/Sport (delete as inappropriate).

It really isn't hard to understand at all

show us where it states the date that teams 1-7 has to be declared for the coming league season, the league cup has nothing to do with the league. Belle Vue declared their 1-7 before the league starts. So from now until 25% of league fixtures are completed no team with their declared 1-7 can make changes. That's how it reads, if it included the league cup, it would of been included in the wording.

Maybe it is time to replace the Speedway Regulations with some guidelines or a 'suggestion book'

Mmm interesting interpretation but isn’t the LEAGUE cup for the teams in the league, therefore teams should be declared prior to it starting. It is, after all, part of the season. Bending the rules to the max IMO.

No tears, not that bothered to be honest, just seems like special treatment because you spent so long chasing riders that were never going to work out. The precedent has been set, unless of course they rewrite the rules so it can’t happen again.

But is it 25% of all fixtures, or 25% of each team's fixtures?  The fixture list is so patchy (without including postponements), 25% overall means some teams will have had less matches than others. By the same token, 25% for each team (without including postponements) means different times depending on when they complete their 25% ...
