Stefan Klemetz mentioned at the start of the stream that teams with VIP lounges are allowed to have dinner guests since it counts as a restaurant. However all VIP things needs to be pre-booked and social distancing rules apply with tables separated (if team violate that their VIP will be closed). Maybe the ref took on a bit of compassion for Van Dyck, Llung was out of the race anyway and the young rider must've been feeling it.
