Do we really think that a July SGP is possible ? When restrictions are lifted, gradually, over the next couple of months there will be concern about a 'second wave' that may come along later into the autumn. Surely they are not going to consider dismantling this operation for Rugby, let alone Speedway, until they are certain that the facility would not be needed for such an eventuality. Are you sure? Won 't Welsh rugby get first dibs at Autumn dates, and I doubt there will be much opportunity for speedway. (How long does it take in advance to put the track in?) I DON'T know, nobody knows what is going to happen going forward. But people are planning for a schedule based on the hope that later in the year sporting events will take place. I'd be surprised if 'nobody knows' what the projected time frame for the sophisticated infrastructure that has now been put in place at the Principality actually is ... I am checking regularly here https://www.pzm.pl/zuzel as they will post it on their website as soon as they have sorted it. You could try asking them directly.
