I don't think he has been particularly harshly treated by Redcar - changes needed to be made to Redcar's team with the priority trying to win at home and Theo has been the worst performing rider in home meetings. He's not a youngster or a Bears asset so was the obvious first rider to replace. To fit Theo in Berwick have dropped a rider too - it happens!
