Each of those gets to ride in a "reserve" based heat, so don't see why it matters which one. You could have an argument for having a strong rider at 3 as there potentially have the last chance of tactical ride. No 2 is a difficult position and Dickie Juul and Derek Snedden were probably our best for a number of years.
