Pretty sure that will be dealt with thisin the close season. Too late now for 2016. The blunder isn't restricting them to moving up to heat leaders it's not realising that they would attain such high averages from still riding in protected heats. It's not as if they couldn't have foreseen it by just looking at the averages some of the EDR's achieved last year. The answer is simply to revert to the old heat formula. As you say, too late to do so this season. The same idiots even realised that draft riders averages were so messed up they "couldnt use their EL averages" and used their PL average for team building. Then promptly agreed that they could move into the 1-5 after 4 meetings on an average gained in the same way.
