The carrot seems to be building more houses, but is there already a sufficient number built to enable them and the developers to now just sit back, do nothing, and start a dirty tricks strategy aimed at getting speedway kicked out altogether? The Borough Solicitor formally notified the applicant and other parties with an interest in the land, that the failure to provide the open space andto complete the new stadium was in breach of the s106 agreement.
