Technically they didnt stop Hall. Just said his average was too high. BUT I agree. This is a rubbish move that does nothing for the NL and does nothing for Coventry. Of course they could. Obviously falls into the category of 'In the interests of British Speedway'.... Davey doesn't have an NL average and was never better than no.7 in the PL. So it isn't exactly like for like. He doesn't have a bona fide PL average either. It was also clear that the Storm couldn't complete the season with RR every meeting, that puts too much pressure on man and machinery. Davey was needed to add some decent scoring to the side. In reality it's only RTD who's going nowhere and at least this isn't a team of has beens, like a couple of NL sides have am influx of.
