Swindon End Of Era Meeting.

A friend of mine contacted him via Twitter, he replied by saying that all seemed well when he looked at the plans "several weeks ago" Another message was sent to him pointing out that a lot can happen in "several weeks" but the message could not be sent, so he must have blocked him.

I've had a reply from Justin.

 

 

Dear Buzz,
Thank you your email and apologies for the delay. We have been making urgent enquiries on the current situation.
As it stands Swindon Borough Council (SBC) are still waiting on the reserved matters application. This would confirm the exact details of the building, drainage and all other associated works. This would also trigger the work commencing.
This has now been due for some time, hence why there is concern at the delay.
Gaming International maintain that the flood alleviation works and the sound attenuation barrier have taken longer than hoped to organise and they will be submitting the reserved application shortly.
I have double checked and the rules built into the original application have now been triggered, that no more new development can continue until the stadium works begin. This was put in place to make sure the stadium would be developed. If they were to walk away at the moment, a significant development area / opportunity would be lost.
As an aside we know Gaming International have spent quite a lot of money on the preparation work, which if they were never intending to redevelop the stadium, they would not have bothered wasting the money.
As ever once we have something more concrete we will let everyone know.

I was happy to see the Regulations have been triggered now. So no more building until the Stadium is solid. I understand that people are sceptical given past events elsewhere but we have little alternative than to trust things will work at intended. But we must stay on it too.

I will be taking a look up there at the weekend to gauge whether building on houses has stopped. I've heard too many tales of builders not giving a stuff and just plodding on as they please and Council officers be damned.

If anybody else can also keep an eye that would be great.

The building or occupation of the houses is the trigger point for the stadium. They will not stop building the houses they have started, and make a decision as to how many more they build that cannot be occupied until their conditions have been met. What I am not sure about is if the change in the planning permission to build more houses than originally allowed and less light industrial units next to the stadium has been granted yet.

They are not restricted on how many houses they can build, they are restricted on hire many they can occupy.

I drive past every day on way to work hoping to see a wheelbarrow or JCB there, it will happen but when, a guy I know who is going to be working on it was told could be November, so he is working on another project before it starts. We'll just have to be patient.

Exactly. The developers know this, the MP knows this.

 

Even if they only build 200 of the 450 houses, they stand to make around £20m in profits. Sit tight for a few years, close the Abbey, speedway falls out of favour (like in Reading and Oxford) and then re-apply for planning permission for the remaining houses, plus the land that was designated for the proposed stadium.

Spot on ..around about December expect a press release saying that due to delays the stadium will not be ready for the next season and Swindon will be takeing a break from speedway for a year before it all gets forgotten about and speedway dies ....Classic Osbourne Clark .

So what do we do to stop it happening again? I'm damned if I have the answer.

 

I think our best option is to think outside the box.

 

The fact is, Osbourne has no intention of ever building a new stadium and has used the plans simplyto get planning permission for houses.

 

This means for me, we need to cut some kind of deal. Let's say the land designated for the proposed new stadium could site 200 houses. That's close to £20m in profits.

 

The speedway should back plans to build houses instead of a new stadium, in exchange for a share in the profits. A 10% share would mean £2m for the club to go off and build our own speedway stadium without any ties.

The speedway only leases the track from the greyhound organisation and unless it has a contract to run for a few years has no clout what so ever to cut some kind of deal. It would be the greyhound organisation who might set up a deal. Even if it has a contract for a few years it is unlikely to be able to claim any worthwhile compensation, as that is usually based on loss of profit, and all the clubs claim to make a loss.
