Depends what you mean by unsure. 1 My non riding logic says they may give some riders a false sense of security and as such they perform moves that are dangerous either to themselves or others. 2 If the fences are not correctly tethered down, they are useless. Holder at Coventry is perhaps the best known example, and I wouldn't be surprised if Garrity's ankle hit the fence cos his bike hitting it lifted it away from the ground. 3 There is also the issue of riders being bounced back onto the track possibly into the front of following riders. So on those issues, I am unsure that they are as safe as some would have us believe, certainly on points 2 and 3 foam fences such as Lynn & Berwick seem preferable. As I said I'm not a rider nor a scientist and until it's proven I'm unsure of their 100% effectiveness altho will admit they have saved many riders from worse injuries. Holder must have been fuming with what ended up happening to him.' I also agree that the foam barriers seem to work better.
