Niamh The rules says that the rider that causes the stopping of the heat should be excluded. Then there is situations where it can be hard to determine which rider that is at fault. That's still no excuse to have a ridiculous rule that stops them from putting all 4 back if he can't apportion any blame in a crash, just because it's past the first bend.
