So you're saying the referee has to exclude someone, even when no one's to blame?

 

 

That's what the rules say.

The rules says that the rider that causes the stopping of the heat should be excluded.

 

Then there is situations where it can be hard to determine which rider that is at fault. Sometimes several riders can be equally at fault.

So a ref could exclude 2 riders for "cause of stoppage" that never happens though .....

You think there are enough good referees to cover all the speedway racing globally?

 

I can't even think of enough to really cover the GPs.

You will always get poor refs in any sport, not just speedway. That's still no excuse to have a ridiculous rule that stops them from putting all 4 back if he can't apportion any blame in a crash, just because it's past the first bend.

It's not about "can't", "Won't apportion blame" is an easy cop out and poor referees will take it if they can.
