This looks like a good squeeze of the udders to me! IMO anyone paying a transfer fee needs looking at, the asset system is largely not fit for purpose anymore. I would get rid of it altogether and let the riders be self employed, which they virtually are anyway. Thats not the golden ticket some think it is. Alex Davies was born in Northampton but he was still considered Australian and couldn't get a passport or a work permit. Residency is his best bet. Something like has lived here for 5 years and spent no more than x weeks out of the country in that time. Might work for him. I'm sure thats what Wells and Watt have done.
