What's not to understand here? Where speedway rules are concerned, everything. What's not to understand here? What is hard to understand is why wolves would willingly agree to let Blackbird ride for Panthers. does the rule state who has the say in the arrangement? Is it the EL club? Is that specifically in the reg? The 'arrangement' could be rider choice if not. Rule states if there is no arrangement made them priority is in the order of EL,PL,NL.
