Where in the rules does it say if one of your riders starts to double up with a PL team you have to redeclare?  And you're right, if a PL team signs Toft is legal via this loophole. As BV would not be redeclaring the rule doesn't come into play. It doesn't need to by definition you are changing the make up of the team which means you need to inform the BSPA of the change. This makes it a redeclaration and has to follow the rules  even if you bypassed with this loophole how would he get an average. You cant give an assessed average from an assessed average and by the rules now he would instead have to have an assessed 7pt average having raced in the EL.
