Yes they do it was reported on earlier this year, that a guy in poland developed a new silencer that was under the current decible limit but would not comply with the new limit which is scheduled to come in next year. I believe the report said due to this the fim would not ratify it, but I believe poland was allowing it in domestic competition. Actually the silencer that was designed and built by mr demski, a FIM technical official himself did build a silencer that met the decibels but was illegal by construction.
