Volunteers could nominate themselves and fans could vote for their preferred nominated candidates. Volunteers should have no affiliation with their club's promotion or management. These ambassadors can then schedule regular conferences using free software like Skype. This could be as often as once a week. This will allow judgements and decisions to be made on a truly impartial basis by the fans of the sport itself. Any issues that arise can be discussed without the influence of the riders, promoters or managers. There will obviously be issues that are not suitable for this kind of panel, however the majority of issues and concerns such as unusual postponements, assessed averages and allegations of cheating could be addressed much better this way. It would also give the fans a real chance to make their thoughts and feelings heard by communicating with the club ambassador who could present these views and concerns during ambassador conferences. Voila. A truly impartial, completely free of charge, independent speedway panel. Any thoughts? Or does this make too much sense to work? Exclude the 'ambassadors' from the two clubs involved in any controversy arising and you might have a better degree of independence.
