The Third 'provincial League'

In 1983 after Belle Vue Colts were denied entry into the National League, Stuart Bamforth and other promoters announced in December 1983 that there would be a new 'Provincial League' in 1984 operating as a third tier. These were to be full matches rather than second-half competitions. Did this ever happen? I can't find much on the internet about it or in the Star from 1984 - did it run under a different name? There appears to have been a National Junior League/Junior National League knock-out competition in 1984, which may be related?

 

Any info would be appreciated.
