I've updated the first post to reflect rule changes. Elitserien: Tactical substitute can now also be used in heat 14. Transfer windows are scrapped. Instead each team gets three transfer cards which can be used after a team has completed two meetings but less then 75 % (12) of their meetings. Â Allsvenskan: The two Swedish riders with the lowest rolling average will ride at positions 6 and 7. Same as Elitserien for transfer windows/transfer cards. Some things are not yet decided and won't be decided until they know how many teams there will be in Allsvenskan 2020.
