Article 070.11.3 of the FIM Track racing rulebook clearly states: Should there be a tie for the last qualifying place or substitute position to go forward to the next round, there will be a run-off heat, to resolve the tie. It doesn't say what happens if there's more than 4 riders tied on the same number of points, though.
