I'm guessing it was Charles IV, Holy Roman emperor and Bohemian king. Technically, a German kaiser (the Holy Roman emperor, in later years an Austrian Habsburg until Napoleon disbanded the empire, was the Kaiser and it was only after Prussia defeated Austria in 1866 that the Prussian king became kaiser), but actually his father was king of Luxembourg. That said, during the time of the Holy Roman empire and later the Austro-Hungarian empire, the Czech lands and especially the cities were heavily Germanised as a means of maintaining control.
