I think it might be close. I'm looking forward to seeing Bewley but I'm not expecting a match winning performance from him. The first thing that leaps out to me is that 18.6.2.1 begins "No rider" not "No new rider" but it appears that the subtle clue to the intended meaning is that 18.6.2.1 is an addition to 18.6.2 I apologise for the geeky nature of this post and, like most people, on Sunday I'll just be watching "4 riders, 4laps etc." but at some stage in the very near future those in charge are going to have to get a grip on this sort of stuff that is killing the sport.

We're in that old familiar situation again, that's not what the regulations actually say.
