Because the FIM would never give an event to a substandard track like (say) Zarnovica

3.95 so no overseas rider unless there is an Australian with British ancestry (cf Connor Bailey) So best options are probably Henry Atkins (who is rumoured to be signing for Oxford in the NL) or Cubs own Connor Coles. -

About 15 years ago promoters were effectively demanding top riders choose between the UK and other leagues (e.g. insisting no guest or r/r for riders engaged abroad in meetings other than FIM events or National championships). And guess what they chose? -

£24/25 is typical, and I've seen as high as £28 for CL/NL dble headers at various tracks -

Because it involves only one off night meeting instead of two and for the away fans/management saves on travelling costs. -

Sounds completely OTT. Bt even if we assume it's half that then £400 x 10 pts per meeting (from 5 rides should be achievable for a rider of Matej's calibre) x 20 meetings (ignoring Summer doodah and play-offs) x 50%: gives: £40,000 That would be one he'll of a sponsorship

The rule (as written) is not entirely clear. BUT It refers to 'initial declaration' which is not one of the options you give as there may be months between announcement of a proposed team and its acceptance by the BSPL which is the point at which an initially declared team comes into existence. As an alternative one could posit that the publication of the first set of green sheets [25 March this season] marks the point at which teams come into existence. As I've said before the extent of the debate on this rule illustrates what a stupid idea it was in the first place.
