I'd argue that's been the natural state for the best part of 15-20 years, with Robert Lambert and Dan Bewley in quick succession being the exceptions that have helped mask our decline. Between 2010 and 2015 the top Brit in the World under 21 was Stefan Nielsen - 12th in 2015. Yes to test matches, if only they were logistically and financially possible. -

The regulation does not mention attached or unattached. It refers to 'not in a declared team'. => Harrison is eligible as Dugard is currently in the named seven at his expense. -

In the Premiership Ritchie Worrall is currently averaging over six. His best season since 2017, yet he's still getting flack. If anyone is entitled to be disappointed by his current form it's Plymouth fans.

If a site is found that is not in council ownership the only role that the council has is in granting planning permission. That permission will not be a judgement on the wisdom of the venture in the current economic climate.
