I'd agree, although there is one Brit with a higher average than Charles in both Prem and Champ - young Scott Nicholls (but guess he'll be commentating)

Section 10.2 is headed 'match average' and then deals separately with established and assessed averages. So the only credible statutory construction of the regulations is that Rew has a match average. Therefore 10.3.1 applies and he must be in the top 5.
