As Derwent has stated the club is "Bona Vacantia" which means that all assets come under the ownership of The Treasury. This would include rider contracts. So its up to the Treasury to decide how best to make as much money as possible to pay themselves back. So I would suspect they wont let riders guest incase they get injured and then cannot be signed by other clubs. This would apply to both riders on a work permit and those that do not need them.

I think Poole's success comes down to three factors 1) The demographic of the local market. 2) The lack of other professional sport in the area. 3) The support of the regional media 4) The hard work and professionalism of the Owners and Promoter who exploit the above three points to their near maximum.

Only guest options were Rowe, Kerr, Zagar, Wright or Janowski. 1 was taken, 2 commute so unlikely to take a guest booking which leave Kerr and Wright and I think the Management at Leicester would hope that RR (which I think scored 6) would have outscored any guest. I can see Leicester doing the rest of the season with RR and the odd guest away from home if a UK based track specialist is available. They did win the league in 2019 with a similar strategy.
