In guessing with the staggered nature of the development they mention might just be track and maybe a shed style covering to start with? Was it Buxton asked cars to turn their lights on at side of the track if got a bit dark lol.
It's the way forward having your own track with no restrictions on what can do or when have access. Hopefully few more will follow your lead
Thought might've gone for bigger track but might be constrained by the size of the site. Can maybe have wider bends with no dug track.

Only tracks might have anything close to 10m are greyhound tracks round the outside. Armadale, Newcastle, wolves etc. Glasgow is maybe 2m, Berwick the same. Redcar not much further than 2m
Not great advert for British speedway that. Long delays, constant 2 riders on the trot, tapes going up not even close to even and then 2 heats short because of a curfew. Any first time/ casual viewers will long have switched off
