source high up in a uk club, with vast experience of the inner working of speedway, I would say source is a very reliable one, as the other bloke says they cannot be banned indefinitely, something had to change at some point

Saturday track - polish meetings at weekends mmm I think the guest rider or rr will make more appearances than your new signing - change your race night and you will see him more often than not . We had that problem with garrity anyway. So can only improve the team
