It happens every day in business. If you own a shop and the person who rents it goes bust, the next occupant doesn't come in and pay their debt. Having said that, there have been some agreements between the council and BSPA, so that might have a bearing on what happens with the debt.
That would depend on whether the previous promotion is declared bankrupt, if that is the case then a new promoter wouldn't be responsible for any debt.
They pay higher than many clubs can afford, which isn't really helping the overall situation. I remember when the dispute with Redcar over the Summers transfer fee was ongoing, Brian Havelock said he didn't actually blame Summers because the offer Glasgow had made to him was much more than he was likely to get anywhere else.

With a shortage of Championship clubs in the south, some riders will certainly need to go a long way north to find rides, I doubt that the money for that lot would be available though (unless Brian has sold out to someone with plenty of readies).
