tend to agree but as has been pointed out this could have all blown up mid season but UKVI did infact 'cut sone slack' to avoid chaos so its not impossible part of the workshop process was to clarify some details.All guesswork right now! Whatever the decisions the rules need to be followed and we all need to accept it however it affects our own team.

does the rule state who has the say in the arrangement?Is it the EL club? Is that specifically in the reg?

Exactly - so if Davies is approved it will be the first indication that the criteria have also be adjusted.Until now it has been speculated but unconfirmed.
so a closed practice is possible - just not whilst spectators are still present.
BTW I wouldnt want to see the crash that meant the bike ended up in the crowd at Foxhall - that would be some 'off'!
At Foxhall there is invariably a statement made that " the meeting is now officially closed"
Presumably any practice after that isnt affected as it would not be classed as part of the meeting.
Id expect the Aussies to plan their state finals a bit differently in future - no more foreigners , potentially limit out of state riders even.They will ensure every one that needs to gets the right position.
