I don't think he would, he achieved his average in 2013 so It can't be claimed that he was a different rider when he achieved his EL average.
He's ridden in the EL in a lot of the past few seasons so his current average is the correct one in my opinion.
Garrity won't be earning £40 a point in the draft if he rode this year as he's one of the top performers.
If the Bees aren't offering him more than the basic rate then I suggest he leaves!

I think that's unfair... certainly for his Elite League career.
Peterborough would have kept him the following season If they could have, Swindon want/wanted to keep him but Poole have signed him as an asset.
North has a lot of talent and can go all the way to the top, he finished ahead of Ward in the junior Aus championships once and was banging in 21 point maximums in the Premier League before picking up an injury in 2011 which has slowed him down.
