I would imagine, given that bl ran as now basically 7 nights a week, that committing to a foreign league that paid less than the bl to be problematic. I certainly don't think it's clear cut, and think the term "all time great" certainly applies to more than the ten riders you are trying to iimit it to.Conversely, if you are talking about "THE greatEST" then I would actually limit discussion to the five riders who have won 4+ titles.

the bspa as governing body signed off that the riders met the standards. Clearly the ukvi rely on the professional body endorsement - upon doing some checks they found rules being broken and have acted. Wiyhout relying somewhat on industry bodies I imagine ukvi would need to increase their staff manyfold if they had to satisfy themselves on every single application that the endorsement was accurate.
