I would think that you could purchase enough materials to cover the track for less than £4000, you would then need to build/put it together,,, then find a team of dedicated (die-hards) bodies to be available when needed, if you've got all that, then your part of the way there

No, the 8 day rule only applies to a 'specific' track, a guest could guest for a team every day of the week as long as he doesn't ride at the same track within 8 days and, of course if he fits. Something like that anyway, but am sure Dr. Watson will be along to try and clarify it, if need be.

In some cases track covers would work, but it's not just about paying out for it first. I get you, when you say it would pay for itself and/or could save a lot of meetings and money wasted. If you haven't got 24/7 access and a dedicated team of, say 6 volunteers with 24/7 availability then problems will arise. Cos you never know when its gonna rain, or stop.
