Belle Vue did it the right way.
The evidence for this is the excellent Racing at the Track.
Their template should be used in any future (hopefully) new purpose built Tracks/Stadia.
I think this is an interesting initiative. I look forward to hearing more about it.
Be interesting to know the Promoter's view of the proposal though.
If done properly it could bring great benefit to Speedway. If not done properly, or if it just becomes a talking then they might as well not bother.

I just don't think your idea, which certainly has a lot of merit, in my opinion, will be implemented because of the lack of foresight by the Speedway Authorities.
On the face of it - that sounds like a very good idea. A win, win for everyone, Clubs, Riders and Supporters.
It won't happen though for the reason highlighted above.
I have said this before, but at Sunderland Speedway we worked on the Track and paid our Entrance Fee in order to cut costs and keep our Speedway Team.
We still didn't do enough sadly.
Or alternatively Contract for one Season only.
Still won't affect one of the main problems in Speedway though, and that is the lack of contact these days between Riders and Supporters.
That sums it all up really. If you have a decent Team and all of that in Speedway - you have everything.
Except an Independent body to manage the Sport.
