In this case Balinski was excluded as the cause of the stoppage and the race awarded, so the heat was effectively over (or closed). I'd guess because he made his decision to abandon after the end of heat 13, and before the start of heat 14, the rule doesn't apply.

I've seen both Gollob and Nicki praised for the same move as being "hard but fair", and the rider in red did have the racing line, but then so did Gollob when he fenced Jonsson in the GP.
