However if there was even the hint that the riders could be fined for either "withholding services" or "bringing sport into disrepute" there would have at least some riders out testing the track instead of armwaving nonsense & no comment to public.

Perhaps promoters (in this case CL) should have the power to fine Team/ riders who refuse to ride? Especially in case like today when postponement causes loss of revenue?
